- Job Description:
The M&E Coordinator will support Provincial Health Authorities (PHAs), sub-recipient partners, and World Vision in implementing the Global Fund Grant for TB and HIV in Papua New Guinea. This position focuses on improving data quality, enhancing reporting systems, and ensuring data utilization for effective decision-making and program outcomes. The role contributes to decentralized program management, strengthens health systems, and ensures the delivery of enhanced TB and HIV services in alignment with national strategies and grant targets.
Location:
- Kimbe, West New Britain Province (1x)
Roles and Responsibilities:
HIV
Technical support to West New Britain Province for data quality of:
- HIV prevention data from Key population
- HIV testing data from community -based outreach program for key population and at risk population.
- Elimination of vertical transmission of HIV data and,
- Tracking of reduction in lost to follow up (retention in care and treatment of People Living with HIV data) from 3 provinces from 3 sub-recipients and PHAs.
- Community led monitoring data
- Work with Operations Supervisor to monitor Sub-recipient HIV program activities and assess progress towards provincial targets for KP program indicators.
TB
- Monitor the implementation and data collection of active case finding including Systematic Screening initiative (SSI) ensuring almost real-time data entry and daily analysis for NNS (number needed to screen), amongst other outputs and further SSI planning.
- Track reports from GeneXpert sites with help of provincial TB HIV Data entry clerk
- Support PHA to collect and verify TPT data
- Support NTP by data verification at PMDT sites in their respective sites
PHA
- Review status of operations of e-TB module report submission and assist in review by PHA
- Review status of operations of HIV program data base reporting (HPDB)
- Assist PSM team in review of mSupply uptake
- Coordinate with PHA’s TB and HIV focal points by monthly report submission from PR and SR as well as co-facilitate monthly review meetings with data-filled presentations and analysis on performance of provinces for key indicators.
- Supervise provincial HIV TB data entry clerk assigned to the province.
- Support to TB HIV data analytics at provincial levels with appropriate back up and data protection as per data protection and right of access policy.
- Assist PR National M&E Manager for reporting to NDOH, (TB, STI/ HIV) NACS and to the Global Fund.
- Job Requirements:
Educational Qualification/Skills, Knowledge & Experience
- Minimum University Degree course in public health/ Health Management/ Social studies
- Computer Proficiency with particular strength in:
- using Microsoft Excel and/or Microsoft Access Adaptability to databases using excel and/or access Use of Power BI
- Analytical thinking and ability to use data
- Knowledge and experience in using other data management software is an advantage
- Excellent oral and written communication skills
- Goal oriented, attentive to details
- Strong interpersonal skills
- Team Player and able to relate with government partners
- Knowledge of data protection, ethical reporting and data management practices
- Knowledge of basic research methodologies
- Grant M&E Experience particularly Global Fund, USAID funded performance- based grants
- At least five ears’ work experience with PNG health system or NGOs with focus on health data management
- Dealing with partners in the facilitation and coordination of a geographically dispersed team
- Relevant work experience in database design and data management

- Familiar with National TB Program (NTP) and National STI/HIV program design frameworks.
Working Environment / Conditions
- The candidate must be adept at remote engagement and capable of working with time-sensitive deliverables, collaborating effectively with partners and key population groups, including provincial and national government officers, and demonstrating the ability and willingness to travel domestically up to 30% of the time.
