Finance and Administration Manager
Rotarians Against Malaria PNG Limited (RAMPNGL) is seeking a motivated and experienced candidate to fill in the immediate vacancy of Finance & Administration Manager.
 
About Rotarians Against Malaria PNG Limited   
Rotarians Against Malaria PNG Limited (RAMPNGL) is a Papua New Guinea (PNG) Non-Governmental Organisation (NGO) that works with malaria control in partnership with the National Department of Health (NDoH). While the organization was created in 1997, it was not until 2010 that it began to grow after receiving funds from the Global Fund. The Global Fund program started in 2010 with 20 people and over the years has grown to have a staff of up to 120 people.
 
In collaboration with NDoH, RAM carries out the following activities:
 
  1. Procurement and distribution of Long-Lasting Insecticidal Nets (LLINs) to every village in PNG that is affected by malaria. RAM normally distributes over one million LLINs each year.
  2. Procurement and delivery of malaria test kits, drugs and LLINs for pregnant women to every health centre in PNG every quarter.
  3. Since 2020, Home Management of Malaria where village volunteers in remote villages of PNG are trained to test and treat for malaria in their communities. Presently in seven provinces and now expanding to another three provinces.
 
RAM also works alongside the PNG Institute of Medical Research (IMR) and the Malaria Control Division of NDoH carrying out various research programs. RAM also supports some small projects in and around Port Moresby and Central Province.
 
The Global Fund appointed Local Fund Agent (LFA) does the bi-annual financial and program reviews. Annual external Audits are done by agencies selected by the Global Fund.   
 
The Role
Reporting to the RAM General Manager, this role is primarily a Port Moresby-based position but requires occasional travel to the provinces. The Finance Manager is required to provide monthly financial reports to the RAM board.
 
This position requires the following duties:
 
  • Plan, manage, and coordinate the operational activities of the RAM Finance and Administration Division and strengthen internal control mechanisms under Global Fund (GF) Grant.
  • Work with the RAM General Manager to prepare, negotiate, manage grant budgets according to the Global Fund donor guidelines, and exercise financial responsibility for the efficient and cost-effective functioning of the organization.
  • Build capacity of RAM citizen staff on Finance and Admin issues with a view to transition the role to the local leadership team preferably by Dec 2026.
  • Make funding forecasts, do monthly budget variance analysis along with program teams, and lead the GF budget revision processes.
  • Review and finance and administrative policies and adhere to these policies to safeguard grant resources and assets.  
  • Prepare and submit quarterly Pulse Check (PC) and half yearly Periodic Update and Disbursement Requests (PUDR) based on Global Fund reporting guidelines i.e.  Cost groupings, Cost Inputs, Implementer, and Interventions.
  •  Address all finance, admin, and fixed asset register (FAR) related queries coming from the GF and Local Fund Agent (LFA) in a timely manner.
  • Design management and donor financial reporting templates in Sun System and Query & Analysis for analysis and reporting.
  • Liaise with IT team to ensure accounting systems are fully operational
  • Reconcile procurements done through WAMBO (GF procurement System) and update Price and Quality Recording (PQR).
  • Provide regular and timely updates to the RAM Board and RAM General Manager regarding financial status, practices, and controls in RAM as and when required.
  • Attend Global Fund fortnightly calls, Monthly RAM Committee Meeting (RCM), and Monthly Senior Management Team (SMT) Meetings and Monday morning meetings and address all finance, FAR and Admin issues raised by donor and other entities.
  • Provide financial management support to the implementing partners of RAM Malaria grant e.g.  NDOH, IMR and WHO.
  • Assess and analyse project cash advance requests and review acquittals to ensure timelines and transparency in acquittals and monitor staff debtors’ account in a coherent manner.
  • Review staff costs and payroll to ensure alignment with grant budget and local tax laws.
  • Review and approve all financial transactions such as requisitions, Purchas Orders, bank payments and staff advances.
  • Ensure that sufficient administrative practices and protocols are in place to manage and safeguard assets such as vehicles and equipment and ensure that they are insured.
  • Ensure compliance to donor regulations, country specific laws such as taxes, statutory audits, and foreign exchange regulations.
  • Manage Global Fund audits e.g. external, internal, LFA and Office of Inspector General (OIG) audits and implement audit recommendations within proposed timelines.
  • Prepare financial statements for external audits and special purpose grant financial statements and resolution of questioned costs.
  • Ensure that adequate grant risk management and mitigating measures are in place.
  • Manage Global Fund grant closure processes based on donor guideline e.g. FCR.
  • Conduct performance management and capacity building for finance team based on gaps identified, mentor and coach.
  • Provide technical oversight to the Sunsystem accounting system and perform database management protocols and ensure adequate data security.
  
HIERARCHY PROFILE
 
  • Reports to the RAM General Manager and provides updates to the RAM Board on all aspects of financial and administration management.
  • Provide guidance and support to the Finance and Administration Teams.
  • Work Closely with the Human Resources manager in aspects of payroll-related costs.
  • Liaise with the IT team to ensure accounting systems are fully operational for program efficiency.
  • Provide general supervision to both field and administrative support staff.
  • Make assessments and recommendations on administrative capital expenditures.
Job Requirements:



Key Selection Criteria
 
  • Bachelor’s Degree in Accounting or Finance with +7 years’ relevant experience as a Financial Manager/ Director or Financial Controller.
  • Master’s in finance or Accounting or Business Administration added advantage.
  • Certified Practicing Account (CPA) or Chartered Accountant or CPA in PNG is a must.
  • Postgraduate qualifications in accounting or finance are an added advantage.
  • Sunsystem & Query and Analysis certified user added advantage
  • Working knowledge and experience with Sunsystem, Advanced Excel, Vision Excel (Query & Analysis).
  • Experience on a multiple donor funded program and NGO or development experience.
  • Experience working with International donors and grant regulations such as Global Fund.
  • Understanding of accounting principles, IFRS, GAAP.
  • Ability to multitask, juggle competing priorities, strong attention to detail.
  • Budgeting and Budgetary management of huge grant portfolios.
  • Global Fund Grant Making and Reporting Requirements, Local Funding Agency and CCM.
  • Working knowledge with GF PUDR reporting and audit templates are an added advantage.
  • Good time management skills and ability to multitask.
  • Capacity Building skills and good interpersonal skills
  • Ability to develop and implement financial reporting systems.
  • Sound interpretation and application of Global Fund donor regulations.
  • Experience of doing assessments of internal controls environment.
  • Experience conducting risk assessments, risk profiling and risk mitigating measures.
  • Excellent communication skills, organizational and analysis skills.
  • Strong understanding of project management and grant cycles.
