Kumul Consolidated Holdings (KCH) is a State-Owned Statutory Corporation with a clearly defined mandate to build shareholder wealth and to improve the provision of services to the people of Papua New Guinea. KCH is the Trustee Shareholder for 10 Majority State-Owned Enterprises (SOE) operating in the aviation, banking & financial services, insurance, maritime infrastructure, power, post & logistics, telecommunications, water & sanitation sectors.

CHIEF OPERATING OFFICER
Reporting to the Managing Director, the role is responsible for providing the leadership and management necessary to ensure that the Corporation has the proper operational controls, legal and governance
framework, compliance and risk management, administrative, reporting procedures, people, policies, and systems to effectively support KCH and the SOE’s to ensure financial strength and operational efficiency.
Key Responsibilities:
- Deliver timely and efficient strategic management and operational services
- Manage completion of the Annual Plans and contribute to the delivery of the KCH goals and objectives
- Ensure the Corporation complies with regulatory, governance, and industrial requirements
- Contribute to the effectiveness of the Portfolio Management Team responsible for SOEs and SOE projects
- Lead and develop an effective and productive team
- Build and maintain productive internal and external relationships to facilitate the delivery of the Operational plans.
EXECUTIVE MANAGER – STATE-OWNED ENTERPRISE (SOE)
Reporting to the Chief Operating Officer, the role will be responsible for providing effective leadership and guidance to management of the SOE that the position is responsible for, ensuring sound investment decisions, efficient operations and projects are delivered on time and within budget.
Key Responsibilities:
- Deliver timely and efficient executive management services
- Contribute to the management of the portfolios by continuously monitoring and evaluating the performance
- Contribute to good governance
- Contribute to the delivery of quality standards
- Contribute to the delivery of KCHs financial goals and objectives
- Build and maintain productive internal and external relationships
- Contribute to the effectiveness of the team and lead and develop an effective and productive team.
- Job Requirements:
CHIEF OPERATING OFFICER
Qualification & Experience
- Bachelor degree in Economics, Business, Business Administration, Commerce, or related field
- Masters in Business Administration (MBA) is highly desirable
- Minimum 10 years’ experience in similar role in the private or semi-private sector
- Strong operational experience
- Demonstrated experience in financial planning and analysis with previous experience in portfolio management
- Skilled in strategic planning, organizational development, personnel management, budget, and resource development
- Relevant industry experience.
EXECUTIVE MANAGER – STATE-OWNED ENTERPRISE (SOE)
Qualifications & Experience:
- Bachelor in Accounting, Economics, Business, Engineering, or related field
- Masters in Business Administration (MBA) is highly desirable
- Postgraduate and other investment analysis qualifications including Certified Financial Analyst (CFA) or CPA is desirable
- Current CPA membership or equivalent
- Minimum 10 years’ experience in relationship management, private wealth management, private banking,or investment group that services institutional investment such as superannuation fund
- Project Management qualification or experience
- Multi-asset investment experience/ exposure across traditional and alternative asset classes, and across investment strategies (i.e., qualitative, and quantitative)
- Expertise on corporate finance theory, economics, capital markets, risk management theory, asset allocation theory, investment management theory
- Mergers and Acquisitions (M&A) experience as a shareholder or advisor
- Strong commercial skills and client focus with regard to understanding needs, perceptions and delivering innovative and high value propositions
- Experience within multidisciplinary business environments such as seaports, telecommunication, power systems, civil aviation, water and sewerage would be an advantage.
