CHIEF EXECUTIVE OFFICER

GULF PROVINCIAL HEALTH AUTHORITY (GPHA)

The Gulf Provincial Health Authority is seeking an experienced and visionary Chief Executive Officer (CEO) to lead our efforts in delivering high-quality health services across the Gulf Province. The CEO will be responsible for strategic planning, financial oversight, and leadership to ensure effective and timely health service delivery.


Key Responsibilities:
 
  • Collaborate with the Board to establish goals and policies for health services in the region.
  • Provide strategic leadership and direction in line with the organization’s mission and objectives.
  • Oversee financial management and resource allocation to optimize service delivery.
Job Requirements:


Required Qualifications, and Experience:
 
  • Bachelor’s degree or postgraduate qualifications in Public Administration, Public Health, Health Administration, Public Policy, or Business Administration.
  • A minimum of 10 years of senior-level management and leadership experience in the health sector.
  • Familiarity with the Provincial Health Authorities Act 2007, National Health Administration Act 1997, and relevant legislation including the Public Finance Management Act 1995 and Public Health Act 1973.
  • Understanding of PNG health system policies, reform initiatives, and strategic frameworks such as the MTDS and Vision 2050.
  • Proven abilities in financial management, human resource planning, and policy development within large organizations.
  • Strong consultative, negotiation, and relationship-building skills to engage with diverse stakeholders.
  • Experience in project management, research, innovation, and analytical problem-solving
  • Excellent oral and written communication skills, complemented by demonstrated leadership capabilities.
  • Self-disciplined, ethical, and capable of performing under pressure.
  • Proficient in Microsoft Office applications with experience in health management information systems.
