Assignment Title: Procurement and Administration Officer

The Independent State of Papua New Guinea has received financing from the World Bank toward the cost of the
Child Nutrition and Social Protection Project, and it intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include support to the Project Component Manager (PCM) by
providing high-quality procurement, administration, and logistics services, ensuring the effective and efficient
implementation of the project in accordance with relevant policies, procedures, and plans. The Procurement and
Administration Officer, reporting to the PCM, will be responsible for procurement, general administration, and
logistical support, including record keeping, project reporting, and communications. Additionally, the Procurement
and Administration Officer will collaborate with the Project Accountant to assist with processing project-related
requisitions, payments, contract monitoring, and procurement activities.


The assignment is expected to last 36 months, extending through December 31, 2027, the projected Project
Closing Date, contingent upon satisfactory performance, continued need, and available funding. The anticipated
start date is December 2024, with a probationary period of three (3) months.
Job Requirements:



The National Department of Health now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the
required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). The criteria for selecting a

Consultant are:

1. Mandatory:
 
  • A minimum of a bachelor’s degree from a recognized institution.
  • At least 5 years of experience in a similar position with a national or international organization.

2. Desirable:
 
  • Proficiency in document and asset management.
  • High level of personal and professional integrity, with strong analytical skills and the ability to function well in a multicultural environment.
  • Ability and willingness to engage sensitively and build effective working relationships with clients and colleagues.
  • Familiarity with World Bank Procurement Guidelines.
  • Strong communication skills in English, with the ability to prepare, present, and discuss findings in both written and oral form.
  • Proficiency in computer applications and software programs.
  • Demonstrated ability to work collaboratively with colleagues in a complex and rapidly changing environment, along with excellent interpersonal skills.


The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, 4th Edition, dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations (Section VII, paragraphs 7.34 to 7.37 refers).
