CHIEF EXECUTIVE OFFICER – EXECUTIVE LEVEL 3
The Madang Provincial Health Authority (MaPHA) was established under the Provincial Health Authorities Act 2007 to streamline Health Services at the Provincial Level. The Position of the Chief Executive Officer (CEO) of
Madang Provincial Health Authority is currently vacant and seeking a highly qualified and suitable person.
The CEO is a Public Service Position, designated at Executive Level 3 under the Madang Provincial Health Authority Board of Governance.
Key Roles and Responsibilities
- The CEO will provide leadership in managing patient care and service delivery; including financial and business operation of the Authority.
- The CEO will liaise with partner agencies, stakeholders, NGO’s and other service providers to ensure effective Health services are delivered to the patients in all Health facilities in the Madang Province.
- Ensures that the Planning, Implementation, Evaluation of MaPHA meet the health needs of the population of the Madang Province, while at the same time mirrors the health priority of the Ministry of Health.
- Provide high level strategic advice and directions in relation to financial and resource management, policy and planning, revenue management and performance evaluation of the Provincial Health Authority.
Knowledge:
- The successful incumbent must possess the knowledge of the Provincial Health Authorities Act 2007, National Health Administration Act 1997, Organic Law on Provincial and Local Level Governments, Public Services (Management) Act 1995, General Orders, Public Finance (Management) Act 1995, the Audit Act 1989 and other relevant government legislations.
- An understanding of the PNG health system policies, reform initiatives and MTDP.

- Proven leadership, organizational and team building skills,
- Demonstrated consultative, interpersonal and negotiation skills,
- Ability to motivate, influence and manage staff at all levels as well as prepare briefing papers and reports on periodic basis.
- Ability to work under pressure and adapt to a changing world
- Strong project management and research skills.
