Job title: Procurement Manager
Location: Port Moresby
 
Reporting to the Pacific Head of Procurement, the candidate is responsible for the efficient relationships with the vendors in Papua New Guinea and other Digicel Pacific markets resulting in the optimal commercial terms, quality of products and services compliant with Digicel’s requirements, and timely delivery. The incumbent will perform the following roles as listed below:
 
Job Requirements:

Main Duties and Responsibilities: 
  • Fulfils Procurement Master Plan to secure timely and efficient execution of procurement strategies in the assigned categories.
  • Arranges ongoing market research to secure efficient competition in the assigned categories. Keeps Vendors’ master data updated.
  • Communicates with internal customers to ensure that demands submitted to Procurement are timely, clear, and consistent.
  • Conducts qualifications, RFPs and single-source negotiations in the assigned procurement categories, which includes but not limited to RFP drafting, communications with vendors and internal stakeholders, arranging e-auctions, bids’ evaluation, contracting.
  • Arranges ongoing vendor performance management process resulting in tracking major vendors’ performance KPI and taking preventive measures in line with the contracts.
  • Strictly follows Digicel sourcing policy, Financial Delegation of Authority and other documents related to the procurement activities. 

Academic qualifications and experience:
  • 3+ years’ experience in source-to-contract Procurement operations (must), contracting experience (must).
  • Bachelor's degree in business administration, supply chain management, logistics, or a related field.

Functional skills:
  • Understanding of enterprise economics, TCO concept and knowledge of the pricing models
  • Understanding of basic principles of source-to-contract segment of Procurement process. 
  • Skills of commercial negotiations.
  • Understanding of basic elements of purchase contracts.
  • Communication skills and ability to build relationships. 
  • Ability to work in team 
  • Taking responsibility with accuracy and ability to concentrate
