Job Description:

Key Responsibilities:

Under the overall guidance and supervision of the Portfolio Manager- Health & Gender - Human Centered Designed Zero Dose Immunization Outreach Project, the Project Officer will be responsible for implementing and monitoring project outreach activities by developing monthly plan of actions (POA) according to the Project Detail Implementation Plan (DIP). The project officer will collaborate closely with East Sepik PHA and UNICEF HPPO for support to roll out efforts and awareness on demand generation for immunization. The overall aim of the project is to increase community acceptance through awareness and community sensitization enabling an increase in the coverage of immunizations.

 

i) Program Management and Evaluation

  • Coordinate and consult with Portfolio Manager and or Maternal Child Health (MCH) technical lead to ensure smooth running of UNCEF HCD project activities at the project site.
  • Organize partners meetings with PHAs and provincial level and with District Health Team for project activities awareness and implementation.
  • Coordinate & mobilize the resources and requirements of the project activities

 

ii). Quality Assurance

  • Monitor and document project implementation and make recommendations as appropriate to Portfolio and MCHN Technical Lead. r.
  • Ensure training materials used are recommended by NDOH and UNICEF and approved for use.
  • Assess and provide support to the PHAs, Health Care Facility Workers, VHAs and local leaders through regular on-site supervisory and advisory visits to enhance partners and communities competence

 

iii) . Representation & Networking

  • Develop and maintain excellent relationships with partners (PHAs, Health Care Workers), local organizations and community groups and must be an open thinker
  • Promote open discussions with community leaders to evaluate.
  • Able to conduct monthly update meeting with respective PHA as well as regular update meeting with donor and portfolio manager

 

iv) . Documentation

  • Provide monthly statistical reports on-time to the for reporting to M&E officer/coordinator.
  • Coordinate with PHA and document all activities conducted.
  • Provide monthly progress reports, assist in compilation of quarterly, biannual, annual and end of project report to portfolio M&E under the Program Quality Unit.
  • Document and provide acquittals on time and request appropriately on WVPNG procurement and financial systems.
  • Work closely with PHA to roll-out the project’s immunization outreach intervention to reach targeted households that have zero-dose children.
  • Collaborate with PHA to link VHAs, CHW, Ward Counsellors and community leaders and engaging communities around higher demand for immunization.
  • In collaboration with PHA, will organize training workshop utilizing existing materials from NDOH and UNICEF to equip VHAs and GEDSI officers in areas of health promotion, immunization and outreach.
  • To make sure all activities reports are collected, written and reported on time.
  • Establishing mutual relationship with key stakeholders and partners through effective communication on activities and updating the Portfolio Manager.
  • Understanding the challenges and working closely with PHA to overcome and looking at way forward to support the HCD program in selected districts in the province.
Job Requirements:
  • Minimum of Bachelor's degree or college qualification in nursing or public health. Preferably social sciences
  • Certificate in community development/community health background
  • At least 2-3 years of experience in implementing projects engaging various stakeholders/partners.
  • Experience in partners engagement and networking
  • Experience in community development/community health as a background
  • Experience in working with Provincial and District Government / Health Offices
  • Experience in project design, implementation, monitoring, evaluation and report writing
  • Experience in Community mobilization and leadership role
  • Good interpersonal skills and cross-cultural sensitivity
  • Basic understanding of project management cycle principles
  • Effective in written and oral communication; able to speak and write with a high standard of English.
  • Good networking and partnership development skills
  • Sound knowledge in PNG Government systems and programs
  • Communication, advocacy & facilitation skills
