Job Description:
PURPOSE OF THE POSITION

The Partnerships for Improving Education (PIE) program aims to enhance access, equity, and student learning outcomes in the early grades through capacity development and system-strengthening in Papua New Guinea (PNG). Operating in Enga, Sandaun, Central provinces, and the Autonomous Region of Bougainville, PIE is an 8-year initiative started in July 2022, in partnership with the PNG National Department of Education (NDoE).
The purpose of this role is to plan, coordinate, manage and monitor the performance of the project team and implementation of the detailed implementation plan and budget. The Provincial Coordinator will work in close collaboration with the POD, Finance, Program Quality/M & E and other relevant departments of WVPNG to ensure effective management of project scope, staff, time and budget. The sucessful incumbent will be based in Central Province , Vanimo, West Sepik and Arawa , Autonomos Region of Bougainville

MAJOR ROLES AND RESPONSIBILITIES

Project Management/Monitoring and Evaluation
  • In consultation with Senior Project Coordinator contribute in planning and budget preparation.
  • Lead Provincial level team and ensure well and on time project implementation vis-à-vis approved Detailed Implementation Plan (DIP) and budget.
  • Coordinate with PDoE, DDoE, Abt for activity planning and rollout, including use of Abt PIE vehicle
  • Ensure proper use of Abt PIE and WV assets by team
  • Attend master training for midline, routine and AQEFA monitoring; and then facilitate provincial training for provincial team and govt rep
  • Coordinate with PDoE to plan midline and facilitate training for enumerators
  • Consolidate provincial level reports for midline, routine and AQEFA monitoring
  • Coordinate closely with manager/direct supervisor, finance, PQ/M & E and Technical Specialists to ensure smooth and quality project implementation.
  • Participate in midline as team leader
Representation & Networking
  • Represent WV and project at donor and partner meetings and networks.
  • Develop, establish, expand and sustain links with partners and other stakeholders, especially with National Department of Education and other education organizations.
  • Coordinate with NDoE, Abt to project start-up and master trainings
  • Coordinate with Provincial Education Division for implementation and mutual updates.
High Quality Documentation
  • Ensure reports are prepared and submitted in a timely manner meeting donor reporting requirements.
  • Closely coordinate with M&E/PQ for project monitoring and documentation for evidence-based outputs.
  • Work closely with Communications for impact stories/case studies preparation.
  • Ensure financial documentation compliance
Capacity Building & Team Management
  • Participate in World Vision PNG core staff activities, such as regular staff Christian reflection activities and regular programmatic Learning and Reflection Days.
  • Lead team meetings.
  • Coordinate and manage staff recruitment capacity building and performance in close coordination with Senior Project Coordinator Supervise provincial team of 2 experienced teachers and 1 enumerator/ driver for routine and AQEFA monitoring
  • Ensure recruitment of casuals for midlin
Job Requirements:
EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE
  • Bachelor’s degree or college qualification in Education
  • At least 2 – 3 years teaching experience in a classroom setting
  • Good interpersonal skills and cross-cultural sensitivity in PNG context.
  • Some staff supervisory/management experience.
  • Basic understanding of project management cycle and principles.
  • Sound knowledge in PNG education systems and programs
  • Some staff supervisory/management experience.
  • Effective written and oral communication skills; Able to speak and write English well.
  • Good networking and partnership development skills.
  • Strong Leadership skills
