Join the Evangelical Lutheran Church of Papua New Guinea (ELCPNG) – Exciting Career Opportunities in Asset Management

The ELCPNG is inviting dedicated and experienced professionals to join our Asset Management Unit (AMU). We have three vital roles available: Lands Officer, Property Officer, and Surveyor. These positions are crucial in ensuring the effective management, safety, and financial viability of our extensive land and property assets across Papua New Guinea. Each role will work collaboratively under the leadership of a two-person Management Team comprising a Manager Rentals and a Manager Land Development. We are looking for individuals committed to the values of the Church and possessing the necessary expertise and skills for each role.
 
1. Lands Officer


Key Responsibilities:
 
  • Maintain an up-to-date land registry for allELCPNG properties.
  • Conduct research to verify land ownership  and boundaries.
  • Collaborate with government land agencies, local communities, and legal professionals.
  • Oversee land development projects.
  • Prepare and process land acquisition documents, leases, permits, and manage land title registration and renewal.
  • Resolve land disputes and implement Church Council decisions.
  • Develop strategies to optimize ELCPNG land use.
  • Prepare reports and presentations on land management activities.
  • Inspect and legally verify church assets and provide advice on land matters.
  • Conduct fact-finding investigations of land issues.
 
2. Property Officer


Responsibilities:
 
  • Maintain comprehensive and up-to-date records of all ELCPNG properties.
  • Conduct regular property inspections and oversee maintenance work.
  • Assist in developing and managing annual property budgets.
  • Facilitate property handover/takeover processes for tenants.
  • Assist in negotiating lease agreements and oversee rent collection.
  • Support property development projects and lease renewals.
  • Provide technical advice on legal aspects concerning property matters.
  • Prepare reports on property management activities.
 
3. Surveyor


Key Responsibilities:
 
  • Conduct field surveys of ELCPNG properties using advanced surveying equipment.
  • Research and analyze historical land records, deeds, and titles.
  • Establish and mark property boundaries in accordance with legal requirements.
  • Prepare detailed maps and reports documenting survey findings.
  • Collaborate with church leaders and local communities.
  • Maintain an organized system for surveying data and records.
  • Assist with the acquisition or disposal of church land.
  • Work independently and establish effective surveying processes.
Job Requirements:


 
1. Lands Officer


Qualifications & Skills:
 
  • Bachelor’s degree in Land Management,Surveying, Law, or a related field (or equivalent experience).
  • 3-5 years' experience in land management, preferably within Papua New Guinea.
  • Strong understanding of Papua New Guinean land laws and regulations.
  • Excellent research, analytical, and problem- solving skills.
  • Proficient in land registry management systems and databases.
  • Effective communication, negotiation, and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Proficiency with MS Office Suite (Word, Excel, PowerPoint).
  • Commitment to the values and mission of the ELCPNG.
 
2. Property Officer


Qualifications:
 
  • Diploma or relevant qualification in Property Management.
  • 2-3 years of experience in property management.
  • Strong understanding of property maintenance and repair processes.
  • Excellent communication and interpersonal skills.
  • Commitment to the values and mission of the ELCPNG.
  • Experience working in a religious organization.
  • Knowledge of building codes and regulations in Papua New Guinea.
  • Proficiency in property management software.
 
3. Surveyor


Qualifications:
 
  • Bachelor’s degree in Surveying or a related field (e.g., Geomatics).
  • Valid Papua New Guinea Surveyor’s Registration.
  • 2 years of experience in land surveying.
  • Strong knowledge of surveying principles and methodologies.
  • Proficiency in surveying equipment and software (e.g., AutoCAD, GIS).
  • Excellent mathematical and analytical skills.
  • Strong communication and interpersonal skills.
  • Ability to work independently and take initiative.
  • Understanding of the cultural context of Papua New Guinea (advantageous).
  • Proficiency in Tok Pisin (advantageous).
