EXECUTIVE DIRECTOR


PNGEITI National Secretariat is an affiliation of the Extractive Industries Transparency Initiative (EITI), a global initiative that promotes transparency of revenue flows between companies and governments
in the oil, gas and mineral sectors. PNGEITI ensures that the Government enhances transparency and accountability in the extractive industries to the benefit of its citizens leading to good governance and stability, reduction in corruption and promote good investment climate and sound economic growth.

PNGEITI National Secretariat is now seeking to recruit a qualified and highly experienced individual to head the Secretariat under the capacity of Executive Director. This is a contract position that includes all allowances in addition to the gross salary package.


Purpose of the Position

The Executive Director is responsible for managing and overseeing the operations of the Secretariat, and ensuring the effective implementation of the EITI Standards and Requirements in the extractive sector and maintaining effective coordination and monitoring relationship with the Multi-Stakeholder Group (MSG).


Responsibility
 
  1. Plan and manage the operations, provide policy directives and technical support to PNGEITI MSG Members;
  2. Implement all decisions and resolutions of meetings and proceedings of the PNG MSG Members in accordance with prescribed requirements of the international global standards and PNGEITI annual work plans;
  3. Manage all staffing, financial resources, and material assets of the PNGEITI National Secretariat, in accordance with National laws, regulations and the MOU;
  4. Maintain regular liaison with international EITI Secretariat, Regional Director and Board Members of Asia Pacific Region and other implementing countries on standards, validation requirements and membership;
  5. Conduct public awareness through media campaigns roadshows and outreaches on EITI Activities;
  6. Represent PNGEITI in Conferences, Seminars and workshops both internationally and in-country;
  7. Maintain liaison with PNGEITI MSG Members and potential international Aid Donor Agencies;
  8. Ensure continued liaison with all MSG constituencies and coordinate production of PNGEITI Annual Reports as required by EITI Global Standard;
  9. Maintain close liaison with Independent Administrator to ensure PNGEITI Report is produced in timely manner;
  10. Any other tasks assigned by PNGEITI MSG.
Job Requirements:



Qualifications, Knowledge, Skills and Experience

Interested Applicants must possess the following:

 
  • Master’s Degree in Economics, Public Policy, Business Admin, Public Admin or a field related to mining & petroleum.
  • At least 10 years Senior management experience in corporate services in a large public sector organisation or setting
  • Well versed with Government process, systems & functions and fare knowledge of the PS General Orders, the PFM Act, PSM Act, and other relevant government legislations.
  • Experience with drafting organizational strategic plans and strategically align the organization in line with EITI Standards and Requirements
  • Be a good communicator and lead out in discussions, negotiations with Government and other stakeholders
