About this role
The Human Resources Generalist and Payroll Officer is responsible FOR supporting the National Human Resource Manager to and will lead in provide an excellent level of service to all managers and staff.  The role is the first point of contact for all human resources queries and ensures that the administrative aspects of human resources management are handled in an efficient and timely way. The role also is the lead in Oxfam in PNG (OiPNG) payroll function and provides advice and support in human resources matters to all HR focal people in all offices. 
 
Key Duties and Responsibilities
 
  • Lead in supporting all  managers throughout all recruitment and selection processes by updating and creating job advertisements, monitoring responses, shortlisting candidates, scheduling interviews, reference checking, preparing employment contracts and undertaking pre-employment checks.
  • Lead in ensuring that all new staff induction are completed within a timely manner, in collaboration with HR focal people at the OiPNG offices.
  • Lead in managing and processing of all employee payroll and other employee benefits such as Nasfund, medical insurance claims, employment confirmation letters and etc.
  • Lead in facilitating of all work permit, employment visa and passport applications of all Oxfam staff (National & International) and ensure this is done within a timely manner.   
  • Support the annual performance review process and ensure this is undertaken by managers in a timely, fair and consistent manner, in accordance with OiPNG’s performance management guidelines. Provide advice and support as necessary, and ensure that performance appraisal deadlines are met and job descriptions are updated as required.
  • In consultation with HR Manager and Program Managers identify learning and development needs for OiPNG staff.
  • Ensure renewal and annual payment of employee medical & life and worker compensation insurances and other entitlements are undertaken.
  • Ensure all employee records and files maintained in a secure and confidential manner within human resources database.
  • Develop and maintain human resources documents, HR forms and templates.
  • Provide day-to-day HR administrative support to the HR Manager and back up administrative support to administration and logistics teams
  • Provide regular support to the HR Manager by ensuring that OiPNG is compliant with PNG Labour legislations and requirements.
  • Provide human resources support during local humanitarian responses, as required.
  • Undertake other generalist human resources activities, as required.
Job Requirements:
Qualifications and Skills
  • Must have relevant qualification in Business Administration, Human Resource Management, or a similar discipline.
  • Must have strong written and oral communication skills in English 
  • Demonstrated experience in implementing and monitoring staff policies and procedures, preferably gained within a non-government organization
  • Demonstrated experience in all aspects of the recruitment and selection process
  • Experience in payroll management
  • Strong Knowledge of PNG Labor Law, applicable employee entitlements and employer obligations and PNG Tax laws
  • Demonstrated in working with teams and cross culture awareness
  • Ability to work independently and as part of a team
  • Strong Word, Excel and PowerPoint skills
