The Program Review Specialist will manage and undertake a review of the current In-Country Scholarships (ICS) of Australia Awards in PNG (AAPNG) and identify possible program designs and operational features to be considered for future implementation.
The ideal candidate will have tertiary qualifications in education, international development, monitoring and evaluation or related field. Substantial professional experience in managing and conducting program reviews, studies, evaluations and analysis and a strong understanding of various methodologies in evaluation, both qualitative and quantitative, such as surveys, record reviews, focus groups and case studies will be essential. A working knowledge of the Government of Papua New Guinea, its structure and reform agenda as well as policies and systems that relate to Human Resources and Training as well as a strong understanding of the Australian and Papua New Guinean Higher Education Sector will be required. For success, candidates will have demonstrated experience in working as part of a small team, have excellent analytical, research and writing skills combine with outstanding communication skills.
